Fulton County commissioners approve payables, authorize review of prothonotary office

Fulton County commissioners met Tuesday, Feb. 3, 2026, at the commissioners' office. Commissioner Randy H. Bunch called the meeting to order; the session included public comments, several financial approvals, two executive sessions and afternoon personnel interviews.
The board approved payroll dated Feb. 6, 2026, totaling $129,990.81 and voted to pay accounts payable dated Feb. 3, 2026, in the amount of $334,397.62. The accounts-payable entry included fund-level amounts listed in the agenda: General Fund $96,661.78; Liquid Fuels $13.13; HSDF/HSBG $165,835.26; Law Library $724.96; 911 $44,792.44; Domestic Relations $352.92; Debt Service $26,017.13. Motions to approve the payroll and payables were moved by Commissioner Hervey P. Hann and recorded as "All in favor."
During the meeting the board entered an executive session for legal matters from 8:30 a.m. to 9:20 a.m. and held a tax appeal hearing at 9:20 a.m. Commissioner Steven L. Wible abstained from participation in the tax appeal because of a stated conflict of interest; separate minutes for the hearing are on file.
The commissioners approved and executed the January 2026 Retirement Fund Report as presented by HR Administrator Mary Huston. They also approved travel for Services for Children Director Christine McQuade and Services for Children Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference in State College, Pa., March 11–13, 2026.
The board approved an engagement letter with KB&S (Kulla, Barkdoll & Stewart, P.C.) "to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office," following a motion by Commissioner Hervey P. Hann. The board also authorized Commissioner Wible to execute Medical Assistance Transportation Program (MATP) allocation letters for FY 2024–2025 ($464,875.00) and FY 2025–2026 ($491,875.00).
Procurement and intergovernmental items included approval of a laptop quote submitted by Rick Grissinger of Elect IT to support jury coordinator duties in Franklin County, and approval of an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27 (listed in the minutes as 10% of court wages and benefits). Those motions were recorded as "All in favor."
The board entered a second executive session for personnel matters at 10:35 a.m., exiting at 10:53 a.m. Commissioner Bunch moved to appoint Commissioner Wible to perform Wible's committee duties during an upcoming medical leave; the motion was approved. The meeting recessed for a Criminal Justice Advisory Board (CJAB) meeting and later reconvened at 1:18 p.m., when the commissioners held additional personnel-related executive session activity and conducted interviews for the Prothonotary's Office. The meeting adjourned at 3:05 p.m.
