Fulton County approves Food Basket Sub‑Agreement and several administrative requests

The Fulton County Board of Commissioners on Feb. 10 approved a Sub‑Agreement with the Fulton County Food Basket, Inc. to designate the county as administrator of the State Food Purchase Program (SFPP). Fiscal Administrator Sue Reed and Food Basket Director Sue Cubbage explained that state funds now arrive directly to the county rather than to the Food Basket, necessitating a formal Sub‑Agreement. Commissioner Randy H. Bunch moved to approve and execute the Sub‑Agreement; the motion carried with all in favor.
The board also approved routine administrative items recorded earlier in the meeting: the Feb. 3, 2026 Commissioners' minutes and the Jan. 27, 2026 Retirement Board minutes (motion by Commissioner Steven L. Wible), and account payables dated Feb. 3, 2026 totaling $91,872.06 (motion by Commissioner Hervey P. Hann). The payables listing included $75,212.91 from the General Fund and smaller amounts from multiple restricted funds as recorded in the minutes.
Other approvals included a travel request for Services for Children Director Christine McQuade to attend the "Chief Justice Max Baer's Children's Roundtable Summit" in Hershey April 22–24, 2026; a Citgo quote of $640 for four tires required for a Services for Children vehicle; and a 4th quarter 2025 Certification Statement submitted by Services for Children Fiscal Technician Stephanie Mellott. Each item was moved and recorded as approved by the board.
McConnellsburg Volunteer Fire Chief Pete Lynch and EMA/911 Director Brian Barton provided a Chief 360 Mobile demonstration for Fire & EMS during the meeting; that presentation did not result in formal action in the minutes. The meeting adjourned at 11:20 a.m.
