Daggett County MBA approves invoices and disbursements; hears water-plant and clinic updates

The Daggett County Municipal Building Authority approved routine financial items and heard brief infrastructure updates at its Feb. 3, 2026 meeting in Manila and by remote connection.
Board Member Randy Asay moved to approve the minutes of the prior meeting; Board Member Jack Lytle seconded and the motion carried. The board acknowledged receipt of the MBA Cash Summary dated Jan. 29, 2026 and the MBA Accounts Receivable Report after a motion by Lytle and a second from Asay.
The board approved the MBA Open Invoice Register dated Jan. 30, 2026 in the amount of $61,599.00 and approved the MBA Disbursement Summary dated Jan. 30, 2026 in the amount of $15,927.40; both motions were moved by Jack Lytle, seconded by Randy Asay and carried.
In updates, the board was told that work on the county water treatment plant is "still moving forward." Staff also reported that the water line into the new clinic building is being installed. The clerk recorded that there were no citizen comments during the public comment period.
Attendance recorded in the minutes included Board Members Matt Tippets, Randy Asay and Jack Lytle; Auditor Keri Pallesen; Attorney Kent Snider (appearing virtually); and Clerk Larinda Isaacson. The minutes also list several attendees and guests, including Peggy White, Jordynn Hewitt, Chad Reed of the Road & Transportation District, Laurie Brummond, Kevin Yack and Nate Zilles of the Uintah Basin Association of Governments, Manila Mayor Kathi Knight, Steve Forbes of Flaming Gorge Fire & EMS, Sheriff Eric Bailey, Gary Boyd, Dutch John Mayor Butch Johns, Bret Reynolds, and remote attendees from the Governor's Office of Economic Opportunity and a representative of Senator John Curtis.
With no need for a closed session, Board Member Tippets adjourned the meeting by acclamation at 9:41 a.m.
The board did not record detailed roll-call votes for each motion in the minutes beyond noting that the motions carried; the minutes show three board members present and indicate each motion passed.
