City of Bay Minette council approves $519,011 in payables, board appointment and airport agreement

The City Council of the City of Bay Minette met Feb. 1, 2021, and unanimously approved a slate of routine items, including payables totaling $519,011.33 and several resolutions on personnel policy, asset disposal, an appointment to the North Baldwin Utilities Board and an agreement involving the municipal airport.
Mayor Robert A. Wills called the meeting to order at 6 p.m. and the council conducted a full roll call before proceeding to business. The council approved Resolution 0221-04 permitting the North Baldwin Chamber of Commerce to use the Civic Center on March 25, 2021; the motion was made by Councilmember William Taylor and seconded by Councilmember Matt Franklin.
The council then approved the consent agenda, which included the minutes of the Jan. 19, 2021 council meeting and work session. Councilmembers also voted to approve payables in the amount of $519,011.33; Councilmember Mike Phillips moved the payment motion, seconded by Councilmember Matt Franklin. All votes recorded in the minutes were unanimous.
Under new business the council approved Resolution 0221-01, an amendment to the City of Bay Minette Employee Personnel Policy addressing Drivers' Authorization, Performance and Safety. Councilmember Mike Phillips moved the resolution and Councilmember Pete Sellers seconded; the motion carried unanimously. The minutes do not provide further detail on the text of the amendment.
The council approved Resolution 0221-02 to appoint Hamilton Smith to the North Baldwin Utilities Board of Directors; Councilmember Shannon Clemmons moved the appointment, seconded by Councilmember Matt Franklin. The minutes list the appointment vote as unanimous.
