Bay Minette City Council approves $352,662.96 in payables, waives park fee and confirms magistrate appointment

Mayor Robert A. "Bob" Wills called the Bay Minette City Council to order at 6 p.m. on Feb. 17, 2021, at City Hall. Councilmembers Pete Sellers, Mike Phillips, Matt Franklin, William Taylor and Shannon Clemmons were present.
The council approved the consent agenda, which included the minutes of the Feb. 1 meeting and a training request for Police Chief Al Tolbert to attend the New Chief's Development Seminar and The Value of Developing Advocate Employees training in Anniston, Ala., on April 8-9, 2021, at a cost of $574.20.
In the finance report, the council approved payables totaling $352,662.96. Councilmember Mike Phillips moved to approve the payables and Councilmember Shannon Clemmons seconded; the motion carried unanimously.
Mayor Wills presented a proclamation for Arbor Week to Jody McMillan, Assistant Grounds Superintendent, recognizing the city's tree-planting and grounds efforts.
The council unanimously approved Resolution Number 0221-06, waiving rental fees for the Heritage Junior Women's Club and the Rotary Club for a Kids Park event scheduled Feb. 27, 2021. Councilmember Shannon Clemmons moved for approval; Councilmember Pete Sellers seconded and the resolution passed.
Councilmember Matt Franklin moved and Councilmember William Taylor seconded approval of Resolution Number 0221-07, confirming the appointment of Salina "Caris" Bryars as a court magistrate; the resolution passed unanimously.
The council also approved Resolution Number 0221-08, granting a rental-fee reduction to Gulf Coast Sports/USFA Gulf Coast Softball Complex; Councilmember Shannon Clemmons moved for approval, Councilmember Matt Franklin seconded, and the motion carried unanimously.
With no further business, Councilmember Mike Phillips moved to adjourn; Councilmember Shannon Clemmons seconded and the meeting was adjourned. The minutes were attested by City Clerk Rita Diedtrich.
What happens next: The council will proceed under its normal schedule; the approved payables will be processed and the listed resolutions will take effect as recorded in the city minutes.
