Board denies health-insurance proposals, accepts Anthem Local Choice renewal and approves courthouse repairs

After convening in closed session under Virginia Code provisions for personnel and contract discussions, the Northumberland County Board of Supervisors returned to open meeting and certified the closed session on March 2. The Board took multiple administrative actions that were recorded following the certification.
Health insurance: The Board voted to deny all proposals submitted in response to the County's request for Health Insurance services. Separately, the Board voted to accept the FY27 Local Choice renewal rates proposed by Anthem for active employees using the Key Advantage 500, Key Advantage 1000 and the high-deductible plan with comprehensive and preventive dental. The Board also approved allowing early retirees not eligible for Medicare to continue coverage under the early retiree group coverage at Local Choice's full premium cost until they become Medicare-eligible.
Facilities and studies: The Board approved an $8,500 estimate from Norman Roofing for siding and gutter repair at the New Courthouse. It also approved a $12,500 contract with Raymond Global to perform an HVAC load analysis for the New Courthouse, to be funded from tax-exempt borrowing funds.
Other actions: The Board authorized staff to post the Economic Development Commission's survey on the county website to gather citizen input. Vice Chairman James W. Brann asked staff to draft a resolution supporting recognition of dispatchers as first responders for future consideration and requested staff confirm that Northern Neck Electric and Dominion will present at the next regular meeting; County Administrator Luttrell Tadlock agreed to coordinate and clarify the format of those presentations.
Record of votes: Recorded motions show the insurance denial and the acceptance of Anthem renewal rates carried with supervisors James W. Brann, Chip Williams, AC Fisher, Jr., and Keith Harris voting aye.
What happens next: Staff will post the survey, coordinate follow-up on insurer proposals and finalize contracts and work orders for the approved courthouse repairs and HVAC study.
