Des Moines County approves claims, multiple appointments and personnel step increases

At its March 3 meeting the board approved $525,679.93 in accounts-payable claims, payroll reimbursements, accepted several resignations, appointed replacements to township and county boards including COBCO, and approved multiple personnel step increases for correctional-center staff.
The Des Moines County Board of Supervisors approved a consent package of routine business on March 3, including claims, payroll items, resignations, appointments and personnel actions.
Accounts payable claims of $525,679.93 were approved after a motion by Jim Cary and a second from Tom Broeker. Payroll reimbursement claims totaling $215.66 and non-cash taxable items totaling $7.34 were approved in the same block.
The board accepted a resignation from Anne Fedler from the Des Moines County Board of Health (Broeker read the resignation letter) and approved an appointment requested by Dr. Floyd Blair. Broeker also read and accepted resignations from Flint River Township officials after Clerk Codey Pieper said he moved out of Des Moines County; Douglas Beckman will move into the clerk role and Matt Trexel was appointed trustee. Sara Doty submitted a resignation from the City of Burlington/Des Moines County Insurance (COBCO) Board of Trustees; the board appointed Layne Luttenegger to fill the trustee position under Resolution #2026-016.
The board approved several personnel step increases for Correctional Center staff and support positions: Raiann Anderson, full-time correctional officer, 12-month step increase to a new annual salary of $52,662.04 effective March 5, 2026; Vincent Robbins, full-time correctional officer, six-month step increase to $51,364.11 annual effective March 10, 2026; Maisson Boyer, part-time correctional officer, six-month step increase to $21.00 per hour effective April 8, 2026; and Alysyn Moody, part-time cook, six-month step increase to $17.10 per hour effective Feb. 6, 2026.
The board also approved the Feb. 24, 2026 meeting minutes and recorded a public input item in which Broeker read a letter from AES and a citizen, Tracey Lamm, asked about the process for resignation and appointment to commissions. The meeting adjourned at 9:47 a.m.; board members then held work sessions on a property at 1804 Douglas Ave and on future construction projects with County Engineer Brian Carter.
