Moody City Council unanimously approves equipment purchases, training and development agreements

Moody — The Moody City Council on Dec. 11, 2023, unanimously approved a series of routine operational items, including the purchase of a replacement Taser, K‑9 training, personnel for the fire department, a grant‑support resolution and a utility installation agreement.
Mayor Joe Lee called the meeting to order at 6:01 p.m. and the council quickly moved through the agenda, approving the Nov. 27 minutes and the published agenda by unanimous vote. Council Member Nick Rutledge moved to approve the agenda, and Council Member Linda Crowe seconded.
Front and center among the council’s actions, Police Department representative Reece Smith requested approval to purchase one Taser 7 to replace a broken unit. The vendor is Taser and the cost is $2,500.00; the purchase was identified as a budgeted capital request (account 01‑513‑9900). Council Member Lynn Taylor moved to approve the purchase; Council Member Ellis Key seconded. The motion passed with all present voting AYE.
Smith also sought approval for K‑9 Officer Benninger to attend K‑9 Patrol & Detection Training in Dothan, Alabama, Feb. 5–9. Lodging costs are listed at $624.00 and the expense is budgeted under training (account 01‑513‑1500). Council Member Nick Rutledge moved to approve the training; Council Member Linda Crowe seconded. The council approved the request unanimously.
The fire department’s request, presented by Larry Horton, asked the council to hire two personnel and send them to Fire Recruit School at an approximate cost of $2,000. Horton noted that, under state rules, the city may seek reimbursement of training costs if an employee separates employment to join another department before two years. Council Member Lynn Taylor moved to approve; Council Member Nick Rutledge seconded. The motion passed unanimously.
On economic development, Mayor Lee presented Resolution R2023‑12‑11, which the council approved in support of a grant application and a pledge to guarantee funds aimed at promoting industrial and commercial growth within Moody’s corporate limits. Council Member Ellis Key moved to approve the resolution; Council Member Linda Crowe seconded. The resolution passed by unanimous vote.
The council also voted to cancel the scheduled Dec. 25, 2023 council meeting. The motion to cancel was made by Council Member Nick Rutledge and seconded by Council Member Linda Crowe; all present voted AYE.
Finally, the council approved a Utility Installation Agreement among GUSC of Moody, the Commercial Development Authority of Moody, Kelly Creek Commerce Park, LLC and the City of Moody. Council Member Lynn Taylor moved to approve the agreement; Council Member Nick Rutledge seconded. The motion carried unanimously.
Department reports for November 2023 were entered into the record from multiple departments, and Mayor Lee presented trophies to winners of the 2023 Moody Christmas Parade. A scheduled public commenter, Shawn Bailey of Pine Hill Road, was listed but did not appear.
The meeting was closed at 6:18 p.m. The minutes show approval on Jan. 8, 2024, with Mayor Joe Lee and Tracy L. Patterson attesting.
