Moody City Council unanimously approves routine purchases, appointments, $6,000 transfer and a personnel-policy amendment

At its Jan. 22 meeting the Moody City Council unanimously approved a slate of routine purchases and training, appointed members to two boards, agreed to transfer $6,000 to St. Clair County for a bridge-study match and adopted Resolution R2024-01-22 clarifying hours rules for police and fire personnel.
The Moody City Council on Jan. 22 unanimously approved a series of routine purchases, travel and appointments during a meeting that lasted about nine minutes.
The council approved purchasing two P25 handheld radios from Decatur Electronics for $4,531.00 and authorizing replacement of two patrol desktop computers at a cost not to exceed $2,400.00, both of which were identified as budgeted items for the patrol division. The council also approved replacing the transmission in a 2018 Tahoe with AAMCO for $5,915.00 and a $1,300.00 purchase of medical supplies from Boundtree Medical for fire/EMS usage.
Parks funding included the purchase of nine loads of infield mix from Athletic Field Supply for $17,775.00. The council approved up to $3,000.00 for Summer Read performers and program supplies for the library and appointed Angela Cisco to the Library Board of Trustees to fill a vacancy. Separately, the council appointed Mark Wood as a supernumerary member of the City of Moody Zoning Board of Adjustment and Appeals.
On travel and training, the council approved sending Lieutenant Mulkey to the Fire Marshals Conference in Guntersville at a cost not to exceed $1,000.00 and authorized Andrea Machen to attend a retail show and conference in Las Vegas in May 2024 to support economic development, with costs not to exceed $3,300.00.
Mayor Joe Lee proposed and the council approved appropriating and transferring $6,000.00 to St. Clair County to cover half the local match for Phase II of the Apple Study (ref. Kelly Creek Rd. / I-20 Bridge project) and to update the intergovernmental agreement related to the project.
The council also adopted Resolution R2024-01-22 to amend Section 6.4 of the Policy and Procedures Manual (Police and Fire Protection workers), described on the agenda as clarifying how aggregate hours worked are calculated for a period of consecutive days.
All motions recorded in the minutes were approved unanimously; the minutes show motions moved and seconded and list the vote as "AYE" by all present. The meeting was called to order by Mayor Joe Lee at 6:00 p.m. and closed at 6:09 p.m.
The council took no votes of opposition or abstention on the recorded items and no public-comment controversies were reflected in the minutes.
