Residents raise runoff and traffic concerns at Moody rezoning hearing for 27-acre Wellington property

Moody residents raised concerns about stormwater runoff, flooding and traffic during a Sept. 11 public hearing on a request by Wellington Development Company LLC to rezone 27 acres off Moody Parkway (Hwy 411) from AG-1 (agricultural) to R-2 (single-family residential).
Mayor Joe Lee opened the first reading and public hearing and told residents the council would review public input and the plat before any final action. Paul Woods asked whether traffic from the development would route through the Arbors neighborhood; Mayor Lee said traffic could use that route if approved later by the council after plat review. Julie Morrow and Mike Fortenberry expressed concerns about increased water runoff and the risk of flooding; city engineer Keith Hager said a stormwater plan will be required as part of the proposal.
Charlotte Breammer said she favored a road through the Arbors because it would provide an additional exit for the neighborhood. Jodi Blanc asked whether plat information would be available to the public; Mayor Lee responded that it would be.
Mayor Lee and Alen Tunnell clarified that the developer’s proposal envisions B3 commercial zoning along Hwy 411 and R-2 zoning toward the rear of the parcel. The council scheduled formal consideration of the rezoning for its Oct. 9, 2023 meeting at 6:00 p.m. at Moody City Hall.
The hearing constitutes a first reading and public comment; no final rezoning decision was recorded on Sept. 11.
