Upshur County Commission approves $170,295 mitigation-credit purchase, green-lights six-month Perimeter Platform trial

The Upshur County Commission on Feb. 26 authorized a $170,295 Mitigation Credit Supply Agreement with EBX EM, LLC to purchase 0.098 wetland credits and 210.40 stream credits needed for the John C. Allen Regional Hub Project. County Administrator Tabatha R. Perry said the agreement was previously discussed and is needed to move the project forward.
In the same meeting the commission approved a six-month Statement of Work with Perimeter Platform to provide a real-time communication tool for public-safety agencies. Steve Wykoff, director of Upshur County Homeland Security and Emergency Management, said the trial will be funded by a sponsor and will coincide with the WV Strawberry Festival and the BBQ Bash; Wykoff added he will research potential funding sources to support the service beyond the trial period.
Commissioners also approved routine administrative items related to audits and grant reporting: a Management Representation Letter for the Alternative Coronavirus State and Local Recovery Funds Compliance Examination for the year ended June 30, 2025, and a Sworn Statement of Expenditures for Grant Number 24-VA-071 (grant period Oct. 1, 2023–Sept. 30, 2024). Tabatha R. Perry explained the ARP-related compliance examination is distinct from the regular county funds audit and follows procedures used in prior years.
All authorizations were approved on motions by Commissioners Douglas K. Bush or Samuel R. Nolte, with unanimous approval by the three-member commission. The commission packet included copies of the Mitigation Credit Supply Agreement, the Perimeter Platform Statement of Work, and the audit/grant documents for public review. The commission did not set an immediate funding source for long-term Perimeter Platform access; staff will pursue grants and other options.
