Council approves CDBG-CV amendment to fund ECCCM walk-in cooler and nonprofit services

At a public hearing on Jan. 10 the Newton City Council considered a proposed Community Development Block Grant - Coronavirus (CDBG-CV) budget amendment to increase funding for nonprofit activities tied to the Newton COVID-19 Response Project (grant 20-V-3531).
Sherry Long of the Western Piedmont Council of Governments explained that when the city applied it budgeted $715,000 of eligible expenses; subsequent price increases created a shortfall for Eastern Catawba County Cooperative Christian Ministries (ECCCM), which had been allocated $125,000 for a walk-in cooler/freezer. Bids for the cooler and installation totaled $347,340, leaving ECCCM roughly $222,340 over its initial allocation. Staff requested the city pursue up to $185,000 in additional CDBG-CV funds to cover the gap when combined with originally budgeted funds and contingency.
Other grant activities noted included continued operation of ECCCM's utility/rent/mortgage assistance (more than $80,000 expended to date), pending delivery of two vans (one for The Corner Table and one for In My Father's House), repair of a delivery truck for In My Father's House and progress on a fiber project for city-owned buildings. Crystal Bannon of ECCCM and other board members expressed support for the amendment and thanked the council and regional partners.
Following the public-hearing requirement, Council voted unanimously to approve the amendment and the record shows staff will follow the procedural steps required by the NC Department of Commerce to request the additional funds. The motion and associated resolution are on file with the City Clerk.
