Staff recommended proceeding with IPC’s bid and Alternate 1 (full access road repair) because the access road also serves the leaf composting site and the police shooting range.
The bid details presented to council showed IPC’s base bid of $987,000 plus Alternate 1 for $72,100, producing a construction subtotal of $1,059,100. Council approved a 10% construction contingency of $105,900, which brings the estimated construction cost to $1,165,000; required soil and concrete testing is estimated at $20,796, producing a total projected construction cost of $1,185,796.
Wentz said staff attempted to secure state and private grant funding for construction without success and therefore recommended the contract award and related budget actions. Council voted to: - approve the contract with IPC Paving, LLC (moved by Jody Dixon; seconded by Ed Sain); - approve contingency and testing (moved by Jody Dixon; seconded by Ed Sain); - adopt the attached budget ordinance amendment (moved by Jerry Hodge; seconded by Jody Dixon); - adopt a resolution authorizing an interfund loan to fund the project (moved by Roy Johnson; seconded by Jerry Hodge).
All motions carried unanimously. The council referenced ordinances, resolutions and proclamations on file with the city clerk.
Next steps: with the contract and funding approvals in place, staff indicated construction procurement and pre-construction testing will proceed under the approved contract and contingency. The timetable for mobilization was not specified at the meeting.
