Public Works Director Dennis Falder told council West 19th Street and South Derby Avenue were selected for repaving and explained staff incorporated concrete utility-cut repairs at 30 locations into the paving contract to attract bidders. J.T. Russell submitted a bid of $857,275; staff recommended a 10% contingency of $85,700, bringing the total project cost to $942,975. Falder said the FY2024 budget provided $750,000 for paving (including Powell Bill funds), leaving a deficit of $192,975; staff proposed using $91,715 from the general fund balance and $101,260 from Powell Bill funds to cover the gap so the utility-cut repairs would not be deferred.
Council voted unanimously to adopt the budget amendment and award the contract. The contract includes the contingency and will proceed under the city’s procurement and project oversight procedures.
