Newton approves use of vacant payroll funds and authorizes MOU for school resource officer

The Newton City Council on Jan. 10 approved a plan to staff a School Resource Officer (SRO) at Newton-Conover elementary schools and authorized steps to finalize an agreement with the school system.
Police Chief Vidal Sipe told the council that Newton-Conover City Schools received a Center for Safer Schools grant that awards $36,666 toward an elementary-school SRO, with a required local match of $18,333 per SRO. Chief Sipe said N-CCS has agreed to continue providing 75% of the SRO's salary and benefits annually; the police department estimated total cost for an experienced SRO at $75,950 (salary $52,000, benefits and other costs make up the remainder). Chief Sipe noted that capital and equipment costs (uniforms, gear, capital items) were not included in that figure and would be borne by the police department.
Council authorized the Newton Police Department to use currently allocated salaries resulting from staff vacancies within the FY2022-23 budget to cover the initial costs and authorized the City Manager to recognize and approve a Memorandum of Understanding with N-CCS before the officer begins duties. Both motions passed unanimously.
The motion leaves details of the MOU and any additional equipment or capital costs to be settled before assignment; the transcript records that an MOU must be in place prior to the SRO starting duties.
