Summary
Council adopted a resolution authorizing a Building Reuse Grant application for Project Delco IV, a planned renovation expected to exceed $3 million and create 30 full‑time jobs; the city is required to provide a 5% local match that staff proposed splitting with Catawba County.
The Newton City Council on Nov. 14 adopted a resolution authorizing the city to apply for a North Carolina Department of Commerce Building Reuse Grant on behalf of a developer planning Project Delco IV, a renovation that would add a casual dining restaurant and apartments along S. Ashe Avenue.
City Manager Sean Hovis told council the developer anticipates more than $3.0 million in investment over five years and the creation of 30 full‑time jobs within two years. Under program rules, the city must file the application and administer program funds; the city is also required to provide a minimum 5% match. Hovis said the match for an estimated grant range of $25,000 to $150,000 would be $1,250 to $7,500; staff advised the Western Piedmont Council of Governments will propose splitting that 5% match evenly with Catawba County so each local government would assume approximately $625 to $3,750 of the required match.
Council voted to adopt the authorizing resolution. Documents related to the application and the adopted resolution are on file with the City Clerk.
