The Newton City Council unanimously approved a consent agenda at its July 11 meeting that bundled tax releases, sewer adjustments, event road closures and several administrative items, including financing steps for two municipal vehicles and an interlocal contract amendment. Mayor Pro Tem John Stiver moved to approve the consent agenda and Council Member Ed Sain seconded the motion; the measure passed with all five members present voting yes.
Why it matters: The consent items authorize near-term purchases and administrative changes that affect city operations and services. They also formalize the city’s representative assignment to a regional utility board.
The items approved included a budget ordinance amendment to purchase a side-arm garbage truck and an intent to reimburse financing for a knuckle boom truck; the council also approved an amendment to the rural fire protection contract with Catawba County. The agenda packet listed a road closure for the Carolina Makers Market and the Catawba Valley Festival of the Arts scheduled Sept. 30 from 10 a.m. to 8 p.m., and a proclamation for National Night Out was read by Council Member Jerry Hodge as part of the consent items.
The council also approved the appointment of City Manager Sean Hovis to the NCMPA1 board of commissioners. No separate roll-call votes or dissent were recorded in the minutes for the consent items; the minutes show the motions were adopted unanimously by the five council members present (Mayor Eddie Haupt; Mayor Pro Tem John Stiver; Council Members Ed Sain, Jerry Hodge and Beverly Danner). Two members (Jody Dixon and Roy Johnson) were listed as absent.
Votes at a glance: Approval of minutes (June 6 and June 13): mover Jerry Hodge, seconder John Stiver; outcome: approved unanimously by members present. Consent agenda (including tax releases, sewer adjustments, road closure, proclamation, contract amendment, appointment to NCMPA1, budget ordinance amendment and financing intent): mover John Stiver, seconder Ed Sain; outcome: approved unanimously by members present.
Next steps: The minutes indicate the budget ordinance amendment and financing intents were adopted on the consent agenda; the minutes do not record additional implementation dates or financing details.
