The Newton City Council unanimously adopted the Blueprint Newton Citywide Comprehensive Plan at its Oct. 3 meeting after a public hearing and a staff presentation.
Planning Director Randy Williams told council that North Carolina General Statute Chapter 160D requires cities to maintain reasonably up-to-date comprehensive plans and described the new plan as a 15- to 20-year vision covering utilities, transportation, economic development, recreation, land use and citizen participation. Consultant Andrew Babb of Bolton & Menk attended and presented the plan, which was developed through stakeholder interviews, a council-appointed steering committee and public open houses.
Williams said the comprehensive plan "serves as a guide for local decision-making and forms the foundation of the City’s Code of Ordinances" and emphasized that such plans are dynamic and intended to evolve with the community.
The Planning Commission recommended adoption unanimously. Council Member Jody Dixon made the motion to adopt; Council Member Ed Sain seconded, and the council approved adoption by unanimous vote.
The adopted plan and supporting documentation are filed with the Office of the City Clerk and will guide future land-use decisions, capital investments and code updates in Newton.
