Newton adopts $950,000 CDBG budget to transform Central High School into community center

Newton City Council on April 4 adopted a Project Budget Ordinance to accept $950,000 in Community Development Block Grant (CDBG) funds and approved an administration agreement with the Western Piedmont Council of Governments to redevelop the historic Central High School into a community center.
Community and Economic Development Director Ben Willis said the Western Piedmont Council of Governments prepared the grant application and the North Carolina Department of Commerce awarded the funds. Willis said planned work includes a new roof, replacement of the HVAC system, creation of meeting space and construction of a kitchen to support community programming.
Council voted to adopt the Project Budget Ordinance that formalizes the $950,000 CDBG grant revenue and the associated project expenditures, and approved the WPCOG administration contract that runs April 4, 2023 through Oct. 31, 2025.
Council members made the motions and votes to adopt the budget ordinance and approve the administration agreement; both were recorded as approved by council motion.
The project is intended to repurpose a historic school building for public use; staff will oversee contract administration and project budgeting under the terms approved by the council.
