The Newton City Council unanimously approved Special Use Permit 2023-01 on April 4, allowing Rina and Shannon Norwood to open a bed-and-breakfast with occasional special events at 420 N. Main Ave.
Assistant Planner Alex Fulbright told the council the property is zoned R-11, where bed-and-breakfasts are allowed only after a special-use review. Fulbright reviewed the ordinance standards the council must find satisfied, including Sec. 102-462 (general standards) and Sec. 102-468 (bed-and-breakfast-specific standards), and said the Planning Commission recommended approval after public notice and mailed notifications to adjacent owners.
The Norwoods’ application included a site plan and documentation describing compliance with off-street parking, owner residency, signage limits and health-department permitting. Ms. Norwood told the council the lot is ‘‘deep,’’ that the applicants are developing a parking plan and that any events would conclude by 11 p.m.
Council members moved through the four required statutory findings for special-use approval and the bed-and-breakfast standards. Motions to approve each finding were made and seconded; the final motion to grant Special Use Permit 2023-01 carried unanimously.
The approval requires the applicants to meet the city’s bed-and-breakfast regulations, including providing the additional parking described in their application and obtaining a county health permit for occupancy. The council record references the submitted site plan and related documents filed with the city clerk.
