Franklin County supervisors accept $140,000 courthouse roof, approve personnel moves and set public hearings

The Franklin County Board of Supervisors accepted completion of the county courthouse roof project and approved a series of personnel and procedural items during its March 10, 2026 regular session at the Franklin County Courthouse.
The Board adopted Resolution #2026-21 accepting the courthouse roof as complete and determining the final construction cost to be $140,000. The resolution states the county entered a construction contract with All Iowa Roofing on Sept. 29, 2025, and that the engineer's certificate of completion was filed Aug. 11, 2025. The roll call vote on the resolution recorded Supervisors Lukensmeyer, McVicker and Vanness as voting aye and the resolution was duly adopted.
The Board approved two personnel actions. Motion by Supervisor Lukensmeyer, seconded by Supervisor McVicker, changed Cindy Shelton’s status to Clerk and set her wage at $34.75 per hour effective March 16, 2026. Motion by Supervisor McVicker, seconded by Supervisor Lukensmeyer, appointed Angela Horner as Deputy Treasurer effective March 16, 2026, with an annual wage of $62,118. Both motions carried unanimously.
Facilities Director Ryan Peterson presented a draft Request for Proposal for the GAR Memorial Hall roof replacement. The Board approved the RFP and set the public bid opening for April 14 at 9:00 a.m. in the Supervisor Board Room.
On financial matters, Treasurer Chad Murray and Sheriff Aaron Dodd discussed requested FY2026 budget amendments. The Board set a public hearing on the FY2026 budget amendment for March 24 at 9:30 a.m. in the Supervisor Board Room.
The Board also set a public hearing on proposed Franklin County Ordinance 2026A — "An Ordinance Authorizing a Moratorium on New Permit Applications for Development of Data Center Projects within the Unincorporated Area of Franklin County, Iowa" — for March 31 at 9:15 a.m. in the Supervisor Board Room. The motion to set that hearing was made by Supervisor McVicker and seconded by Supervisor Lukensmeyer and carried unanimously.
Separately, the Board approved the disallowance of two Family Farm applications for assessment year 2025, per the Franklin County Assessor's recommendation under Iowa Code §425A. That motion carried 'All ayes.'
Board committee updates and public comments were brief. Holly McCoy-Nelson of Alliant Energy reminded the Board and the public that the county's monthly "coffee chat" is the second Wednesday of each month at Rustic Brew from 9 a.m. to noon. Supervisors reported recent attendance at regional boards and a Farm Bureau meeting.
The meeting recessed briefly for a drainage meeting and reconvened. Chairman Chris Vanness adjourned the session at 9:49 a.m.; the Board scheduled its next regular meeting for March 17, 2026, at 8:30 a.m.
