Superintendent (S4) presented a staff payroll correction and a recommended hiring pay scale that he said is intended "as a device for us to use in that decision making process when we're trying to bring on a new hire," and that the proposal is primarily a baseline for hiring decisions rather than an across‑the‑board pay adjustment for existing employees.
Board members pushed the superintendent to explain how the new scale would affect incumbents. One board member (S2) asked, "Can you explain to me why you're paying somebody new to the district more?" and said the comparison could create frustration among longer‑tenured staff if a newcomer earns noticeably more. The superintendent acknowledged the concern and said the scale is meant to guide new‑hire offers while putting final authority for exceptions with the board president when necessary.
A motion to approve the hiring pay guidelines (including the CPI/CIP increase language presented) was moved and seconded and adopted by voice vote. The board recorded no roll‑call tally in the transcript; the motion was announced as passed on the record.
