Fulton County commissioners adopt 2026 bylaws, confirm board reappointments and set committee assignments

Fulton County commissioners met on Jan. 6, 2026, in the commissioners' office for their annual reorganizational meeting. Commissioner Randy H. Bunch called the meeting to order; prayers were offered and the Pledge of Allegiance was recited.
The board approved routine procedural items early in the meeting. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025, commissioners' meeting minutes and the Dec. 30 Salary Board minutes; both motions carried on unanimous voice votes. Commissioner Hervey P. Hann moved to approve account payables dated Jan. 6, 2026, totaling $229,387.17 across multiple funds (General Fund $53,157.03; Capital Projects $75,662.44; Krivak Trust Fund $25,598.33; other funds: Liquid Fuels, Independent Living, Evidence Based Practice, Law Library, 911, Act 13 Marcellus Shale Recreational, Debt Service). Commissioner Hann also moved to approve payroll in the amount of $122,828.46; that motion carried unanimously.
Commissioners received updates from Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed. Following the update, Commissioner Randy H. Bunch moved to adopt the board's 2026 bylaws “pursuant to provisions found in the County Code, the Act of August 9, 1955 (16 Purdon, Sections 503 and 509 as amended).” The motion passed with all commissioners in favor.
The board confirmed a slate of appointments and reappointments for 2026. Commissioner Steven L. Wible moved to approve Bedford Fulton Joint Recreation Authority re-appointments for Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031). Commissioner Hervey P. Hann moved to reappoint county officials for 2026, including Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Director of Veterans' Affairs Richard Newman, and county engineers Keller Engineers and CES Engineering; those reappointments were approved unanimously. Commissioner Steven L. Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; that motion also passed.
The commissioners designated committee and board assignments for the year, assigning commissioners and alternates to standing bodies including the Permanent Salary Board, Retirement Board, Assessment Appeals Board, county records improvement committee and multiple regional planning and development and advisory boards (SAPDC, TMCA, industrial development authorities, emergency management and others). The meeting record lists specific committee assignments and alternates.
Commissioner Hann moved to approve an RBA invoice for $7,957.31; the motion carried. Commissioner Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; that motion passed. The board noted that separate annual reorganizational meetings for the Salary and Retirement Boards were held at 9:00 a.m., with separate minutes on file.
On a motion by Commissioner Hann, the meeting adjourned at 10:37 a.m.
