Fulton County commissioners approve routine business, hire Enforcement Officer and OK drug-and-alcohol grant

FULTON COUNTY — The Fulton County Board of Commissioners on Jan. 13 approved a slate of routine administrative actions, hired a Domestic Relations enforcement officer and authorized a multi-year drug-and-alcohol grant arrangement with neighboring Franklin County.
Commissioner Randy H. Bunch called the meeting to order at 8:00 a.m. and recorded attendance that included Commissioners Steven L. Wible and Hervey P. Hann and Chief Clerk Stacey M. Shives. The board noted an Emergency Executive Session held Jan. 9 regarding personnel in the Prothonotary’s Office.
Interim County Treasurer Amy Bishop presented account reports for the month ending Dec. 31, 2025. The board approved accounts payable dated Jan. 13, 2026, totaling $135,622.38, including $66,644.09 from the General Fund and $64,720.44 from the Capital Projects Fund.
Domestic Relations Director Tina Gress requested permission to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton to the union position effective Jan. 26, 2026; the board voted unanimously to approve the hire. A brief Salary Board meeting set Horton's salary according to the collective bargaining agreement.
Julie Dovey, Executive Development Director, asked the board to approve the Franklin/Fulton 2025–2030 Grant Agreement (#4100101172) to have Franklin County act as the single-county authority for operation and administration of the county’s Drug & Alcohol Program. Commissioner Bunch moved to approve and execute the agreement; the motion passed unanimously.
The board approved several human-resources and policy items. HR Administrator Mary Huston presented the 2026 pay scale, which the board approved. The board also adopted an amendment to the HR manual (Section 212) establishing an employee health-insurance opt-out payment of up to $1,020 per calendar year (prorated, paid with the final payroll or upon resignation, and contingent on leaving in good standing).
Procurement and vendor items approved included the CCAP PCoRP invoice second installment for $45,442.00 and a SAP&DC invoice for local county/transportation support for $8,598.00. The board also approved a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger of Elect IT.
Commissioner Hervey P. Hann moved to approve an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis; the board approved the application.
The board approved a revision to the LERTA application to read "Inspection by Zoning Officer or Fulton County Planning," and accepted Ronald Richards as the real estate agent for property at 119 N. 2nd Street in McConnellsburg, at a 3% commission.
Several Executive Sessions for personnel matters were held during the meeting (recorded at 8:00–8:30 a.m., 8:52–9:08 a.m., 9:33–10:10 a.m., and 10:14–10:55 a.m.). The meeting adjourned at 11:33 a.m.
