Fulton County commissioners approve $205,405.27 in payables, proclaim March as Developmental Disabilities Awareness Month and approve contracts

The Fulton County Board of Commissioners on Feb. 24 approved $205,405.27 in accounts payable and a series of routine motions, unanimously advancing contracts, grant recommendations and an event schedule.

The board voted to approve the accounts payable listing dated Feb. 24, 2026, with a total of $205,405.27. Chief Clerk Stacey M. Shives presented the fund-level breakdown showing $118,593.19 in the General Fund and line items for Liquid Fuels, SFC-related grants, CDBG, Marcellus Shale recreation, Medical Assistance Transportation and Debt Service.

The meeting included a ceremonial signing and approval of a proclamation recognizing March 2026 as Developmental Disabilities Awareness Month. The proclamation reads in part, "March 2026 as Developmental Disabilities Awareness Month and do commend this observance to all of our citizens and recognize that Fulton County becomes a better place when people with and without disabilities come together to form strong, diverse communities, and knowing we are all One World, many Abilities!" The board took a group photo with local providers and advocates who attended, including representatives from Full Circle Residence and The Arc of Franklin/Fulton Counties.

Human Services Director Julie Dovey and partners from the Franklin/Fulton Family Partnership and local recovery services met with commissioners to discuss potential opioid-reduction initiatives; the discussion was planning-oriented and did not record a formal directive in the minutes.

John Schriever of Sideling Hill Financial presented a portfolio review of the Krivak Trust accounts and reported the accounts have gained $161,000.00 since he began managing them.

The board approved a Purchase of Service Agreement with Pressley Ridge (Child Welfare Services) effective Feb. 11 through June 30, 2026. It also approved an Elect IT Solutions invoice for $10,198.00 for March 2026 IT staffing and support, and a CCAP PComp third-installment payment of $5,575.00 (part of a $22,300.00 total contribution).

Commissioner Hervey P. Hann moved and the board approved a Letter of Recommendation supporting MainStreet McConnellsburg's application for a T-Mobile Community Grant to modernize downtown street lighting for improved public safety and downtown appearance. Commissioner Steven L. Wible moved to approve and execute the Report of County Fee for Local Use Funds to be submitted to PennDOT as presented by the chief clerk.

The board approved an invoice from Huntingdon County for the remaining NTIA Project Contribution in the amount of $270,000.00 (the minutes note $90,000.00 had been previously paid). The board also approved submission of the 2026 Compensation Plan for Services for Children Director Christine McQuade to the state for wage compensation review.

Elections and Recycling Coordinator Linda Doyle presented a recycling event flyer; the board approved two Electronics and Appliances Recycling Days to be held March 18 (12 p.m.–5 p.m.) and March 21 (9 a.m.–1 p.m.) at 610 East North Street, McConnellsburg. Chief Probation Officer Dan Miller was listed on the agenda but rescheduled a travel request to the March 3 meeting due to training obligations.

All recorded motions in the minutes carried with the notation "All in favor." The meeting adjourned at 11:15 a.m.
