Board accepts 2026–2031 CIP as presented and approves several community 2% grants

The Leelanau County Board of Commissioners accepted the 2026–2031 Capital Improvement Program (CIP) as presented by the Planning Commission and approved technical revisions submitted by the administrator and finance director.
Administrator James Dyer told the board that comments from the treasurer raised concerns about narrative language referencing statutory duties, but that leaving the CIP on the consent agenda would aid the budget process. When asked whether a supermajority was needed to amend the document, Dyer said "no." The board approved motions to accept the CIP and technical revisions by roll-call votes as part of the consent agenda.
Separately under consent, the board approved spring 2025 2% allocation awards from the Grand Traverse Band of Ottawa and Chippewa Indians: $18,000 to Probate and Family Court for a bike trailer and equipment, $5,000 to Safe Haven, and $15,000 to Inland Seas Education Association to support stewardship of the Leo Creek Preserve. The board authorized contracts with Safe Haven and Inland Seas to disburse the funds; motions carried with recorded votes (one commissioner opposed to some allocations and contracts).
The CIP acceptance and the grant awards were grouped on the consent agenda and passed without separate roll-call debate on the CIP itself; specific contract language for the 2% awards will be signed by the chair as presented.
