Oakley council approves consent calendar, hears mayor report and sets council priorities

Oakley City Council approved the consent calendar Feb. 11, covering official minutes and the bills against the city. Councilmember Tom Smart moved to approve and Councilmember Amy Regan seconded; the motion carried unanimously.
Mayor Steve Wilmoth reported a tentative joint work session with the Planning Commission in early March, upcoming recommendations on PTO, public works recommendations to dispose of surplus property, and a state legislative update raising concern about two land‑use bills that could override city land‑use regulations and about a bill proposing a new fee on local water systems. He also noted celebration assignments and that staff will develop a FOG (fats, oils and grease) policy for the wastewater treatment facility.
Councilmembers each gave short priority statements: Councilmember Chris Dillman emphasized fiscal stability and utility operations; Councilmember Dave Neff prioritized City Center development and planning commission engagement; Councilmember Joe Frazier highlighted the Capital Improvement Plan and impact fee study; Councilmember Amy Regan focused on walkability, infrastructure and code enforcement; and Councilmember Tom Smart pushed for completion of the Weber River Pathway and continued trail connectivity efforts. The agenda allowed for an executive session under Utah Code Annotated 52‑4‑205 but none was held. Councilmember Joe Frazier moved to adjourn and the meeting concluded. The minutes were approved 'to form' on March 11, 2026.
