Panel endorses pilot pairing superintendents to tackle staffing shortages (HB 613)

Tom Smith of the Virginia Association of School Superintendents told the subcommittee the association supports the pilot and that collaborative mentorship is a practical way to address staffing gaps. Members discussed whether the pilot would create unfunded mandates; the patron said they worked with staff to take an appropriations item off the bill so the pilot could proceed without a budget request.
After brief discussion the subcommittee moved and seconded a recommendation to report HB 613; the chair announced that motion passed on a 3–2 tally. The bill will advance to the full committee for further consideration.
