Bay Minette City Council sworn in, approves payables, appointments and real property purchase

At its Nov. 2, 2020 meeting, the Bay Minette City Council administered oaths of office, approved $584,190.72 in payables and a series of appointment and policy resolutions, and after an executive session authorized the purchase of real property.
Bay Minette Mayor Robert A. Wills and city council members took their oaths of office at the start of the Nov. 2, 2020 City Council meeting, retired 28th Judicial Circuit Judge Robert Wilters administered the oaths to the mayor and councilmembers and to newly confirmed municipal court officials.
The council approved the consent agenda, including the minutes of Oct. 19 and Oct. 28, 2020, and a training request for City Clerk Rita Diedtrich to attend the Alabama Municipal Annual Conference Dec. 2–4, 2020 at an estimated cost of $1,372.36. Councilmember Matthew "Matt" Franklin moved to approve the consent items; Councilmember Jerry "Pete" Sellers seconded and the motion carried unanimously.
Councilmember Michael T. "Mike" Phillips moved, and Councilmember William Taylor seconded, approval of payables totaling $584,190.72; the motion carried unanimously. The council then unanimously approved Resolution Number 1120-01 confirming appointments of municipal non-elected public officials.
The council also voted to participate in the Severe Weather Preparedness Sales Tax Holiday under Alabama Code sections 40-23-230 through 40-23-233 by approving Resolution Number 1120-03. Councilmember William Taylor moved the measure, and Councilmember Phillips seconded.
On a zoning matter, the council considered Resolution Number 1120-04, a variance to Ordinance 667 to allow temporary housing for Addie Phillips at 810 Williams Street. Mayor Wills recognized Ms. Phillips, who spoke concerning her request. Councilmember Matthew "Matt" Franklin moved to approve the variance; Councilmember Jerry "Pete" Sellers seconded and the council approved the resolution unanimously.
The council approved several appointment resolutions with unanimous votes: Resolution 1120-05 (two members to the Bay Minette Planning Commission), Resolution 1120-06 (two members to the Bay Minette Board of Adjustments) and Resolution 1120-07 (two members to the Bay Minette Housing Authority). It also approved Resolution 1120-08 appointing the Mayor Pro Tempore for the 2020–2024 administration.
Mayor Wills then requested an executive session to discuss the pending purchase cost of real property. The council entered executive session pursuant to Alabama law; upon reconvening the council approved Resolution Number 1120-09 authorizing the purchase of real property on a motion by Councilmember Phillips, seconded by Councilmember Sellers, with the motion carrying unanimously.
There being no further business, Councilmember William Taylor moved to adjourn; Councilmember Matt Franklin seconded and the council adjourned. The minutes were attested by City Clerk Rita Diedtrich.
The meeting record shows all motions were approved unanimously and the lone absentee was Councilmember Shannon Clemmons; the minutes do not list individual roll-call vote tallies by name beyond motions being "unanimously carried."
