Bay Minette City Council approves payables, eight resolutions and gives first reading to FY 2020-21 budget

Mayor Robert A. Wills presided over a special City Council meeting in Bay Minette on Sept. 1, 2020, where council members approved payables, adopted eight resolutions and conducted a first reading of the fiscal year 2020-2021 budget.
Councilmember William Taylor moved to approve the consent agenda, which included the minutes of the Aug. 17, 2020 council meeting; Councilmember Mike Phillips seconded and the motion carried unanimously. Councilmember Mike Phillips then moved to approve payables in the amount of $419,277.31; Councilmember Shannon Clemmons seconded. The motion carried with ayes from Mayor Robert A. Wills and Councilmembers Anne Corbett, Mike Phillips, William Taylor and Shannon Clemmons; Councilmember John Biggs abstained.
The council voted unanimously to approve eight resolutions. Councilmember Shannon Clemmons moved to approve Resolution 0920-01 canvassing the results of the Aug. 25, 2020 municipal election; Councilmember John Biggs seconded and it carried. Councilmember John Biggs moved to approve Resolution 0920-02, a memorandum of understanding between Coastal Alabama Community College and the Bay Minette Police Department; Councilmember Anne Corbett seconded and the motion carried. Guests from Coastal Alabama Community College noted in the minutes included Dr. Craig Pouncey and Sarah Davis.
Other unanimous approvals included Resolution 0920-03 concerning the addressing and naming of roads within the city limits (moved by Councilmember Mike Phillips, seconded by Councilmember Shannon Clemmons); Resolution 0920-04, a first reading to adopt the FY 2020-2021 city budget (moved by Councilmember William Taylor, seconded by Councilmember Anne Corbett); Resolution 0920-05 authorizing independent contractor agreements for recreational programs (moved by Councilmember Mike Phillips, seconded by Councilmember William Taylor); Resolution 0920-06 approving an agreement with Ricoh for copier services for the Finance Department, Municipal Court and City Clerk's office (moved by Councilmember Anne Corbett, seconded by Councilmember John Biggs); Resolution 0920-07 authorizing disposal of miscellaneous office furniture and supplies (moved by Councilmember Shannon Clemmons, seconded by Councilmember Mike Phillips); and Resolution 0920-08 approving an agreement between the City of Bay Minette and Marine Special Operations Command (moved by Councilmember Mike Phillips, seconded by Councilmember William Taylor).
With no further business, Councilmember John Biggs moved to adjourn; Councilmember William Taylor seconded and the motion to adjourn carried unanimously. The minutes were attested by City Clerk Rita Diedtrich on Sept. 1, 2020.
