Bay Minette council approves Ordinance 995 on first reading, four resolutions and $1.32 million in payables

The City Council of the City of Bay Minette unanimously approved Ordinance 995 on first reading and adopted four resolutions during its Dec. 21, 2020 meeting, and approved payables totaling $1,318,606.09.
Mayor Robert A. "Bob" Wills opened a public hearing on Ordinance 995 (Case No. 2-2002, JRC Properties, Red Hill Creek Estates Subdivision). With no one present to oppose the ordinance, Councilmember Mike Phillips moved to approve Ordinance 995 on first reading; Councilmember Pete Sellers seconded, and the motion was carried unanimously.
The council also approved Resolution 1220-01 to apply reserve funds to Hurricane Sally expenditures (motion by Councilmember Mike Phillips; second by Councilmember Pete Sellers); Resolution 1220-02 authorizing the mayor to enter Revision Number 1 to the Cooperative Service Agreement between the City and the U.S. Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Wildlife Services (motion by Councilmember Matt Franklin; second by Councilmember Shannon Clemmons); Resolution 1220-03 authorizing the mayor to extend the contract with Synergy Disaster Recovery for emergency response grant services (motion by Councilmember Pete Sellers; second by Councilmember Matt Franklin); and Resolution 1220-04 requesting legislative annexation of the area known as the Interstate 65 and Rabun Road interchange (motion by Councilmember Matt Franklin; second by Councilmember Mike Phillips). Each motion was adopted unanimously.
Earlier in the meeting the council approved the consent agenda, which included two travel/training requests for Police Chief Al Tolbert: to attend CLEEP training in Dothan, Ala., on Jan. 14–15, 2021 at a cost of $694.54, and to attend the Alabama Association of Chiefs of Police Winter Conference in Montgomery, Ala., on Feb. 15–18, 2021 at a cost of $904.05. The council then approved payables in the amount of $1,318,606.09 following a motion by Councilmember Mike Phillips, seconded by Councilmember Matt Franklin.
All roll-call members present—Mayor Robert A. "Bob" Wills and Councilmembers Pete Sellers, Mike Phillips, Matt Franklin, William Taylor and Shannon Clemmons—voted in favor of the motions noted above. No votes against, abstentions, or recusals were recorded in the meeting minutes.
The meeting adjourned after the agenda items were completed. The minutes were attested by Rita Diedtrich, City Clerk, and signed by Mayor Wills on Dec. 21, 2020.
