Bay Minette City Council adopts FY 2020-21 budget, approves zoning, permits and multiple contingency grants

The Bay Minette City Council on Sept. 21 unanimously adopted the city’s FY 2020-2021 budget and approved a package of ordinances, agreements and contingency payments during a regularly scheduled meeting at City Hall.
The budget adoption came on Resolution Number 0920-04, approved on second reading after council discussion. Councilmember Mike Phillips moved the resolution and Councilmember John Biggs seconded; the resolution passed unanimously. Council members also approved payables totaling $641,595.52.
Mayor Robert A. Wills opened public hearings on two ordinances. Ordinance 993 RA-2002, a set of proposed zoning ordinance amendments, was discussed briefly; Councilmember Mike Phillips asked about the duties and organization of the building official and city planner, and Tammy Smith, the city administrator and finance director, said the functions operate within one department under two department heads. On a motion by Councilmember John Biggs and a second from Councilmember Mike Phillips, the council approved Ordinance 993 on first reading.
The council also considered Ordinance 994 RA-2003, establishing a mobile vending units pilot program.…
