County staff consider temporarily repurposing data-assessment role amid union limits

Equalization Director Mike Gillett told the Mackinac County Board of Commissioners on Aug. 8 that he had discussed restructuring a planned Data Assessment Coordinator position with AFSCME representative Ronda Trouse.
Gillett said Trouse told him the county may add a position but cannot remove an existing one under the current union agreement. Gillett proposed using the funds budgeted for the Data Assessment Coordinator to hire a full-time clerk temporarily and said the clerk would serve in that role until a new hire received the necessary certifications to assume the data coordinator duties.
Commissioner Corina Clark described the change as a restructuring of duties rather than a permanent elimination of a job. Chair Dan Litzner said he is reluctant to add a new position that could be difficult to eliminate later. Sheriff Ed Wilk observed that, historically, positions were not funded in the payroll until filled, and any changes could be handled later via budget amendment and formal restructuring when necessary.
Gillett said he will speak with the union representative again to obtain additional clarification on the permissible personnel actions under the AFSCME agreement. No formal motion or vote was recorded on the restructuring at the Aug. 8 meeting.
