Moody City Mayor Joe Lee called the July 24, 2023 council meeting to order at 6:00 p.m., and council members approved a package of public‑safety purchases, personnel contracts and facility work.
Council Members unanimously approved an emergency repair to the Moody Police Department’s radio repeater on Bald Rock. Chief Reece Smith presented the request, identifying vendor MCA and a cost of $2,352.92 charged to budget line 01‑513‑2503. Council Member Linda Crowe moved to approve and Council Member Lynn Taylor seconded; the minutes record the motion carried with all present voting aye.
The council also approved a new officer contract for officers who attend the police academy, after Chief Smith introduced the item and identified the department’s need to formalize academy attendance terms. Council Member Nick Rutledge moved to approve the contract; Council Member Lynn Taylor seconded and the motion carried unanimously.
Chief Smith asked the council to approve lodging costs of $1,500 for his planned attendance at the Department of Homeland Security Senior Leadership Academy (Aug. 4–18). The minutes state that the amount will be reimbursed by Homeland Security after completion of the course; Council Member Lynn Taylor moved approval, seconded by Nick Rutledge, and the motion carried.
Fire‑department purchasing requests presented by Larry Horton included $4,000 for fire‑safety training supplies (budget 01‑514‑1500) and $1,575 for medical equipment from Boundtree Medical (budget 01‑514‑5200). Both purchases were approved by unanimous council vote.
Separately, the council approved a $1,100 Grill Guard for Car 2 (vendor H&H, budget 01‑514‑5400), annual hose and ladder testing with S.E.M.S. for $4,550 (budget 01‑514‑5401), and a $3,800 contract with Clapper Restoration to paint the Civic Center’s Big Hall, kitchen/buffet, group fitness and upstairs foyer (budget 01‑526‑3000). All were approved by motions recorded in the minutes.
On personnel, the council authorized advertising to hire two full‑time firefighters after a motion by Council Member Lynn Taylor, seconded by Council Member Nick Rutledge; the motion carried by unanimous vote of those present. Mayor Lee then moved to close the meeting at 6:09 p.m.
