Newton selects Bolton & Menk to lead 2023 comprehensive plan update; previous plan dated 1986

Newton City Council unanimously approved a contract award on Nov. 1 to Bolton & Menk of Charlotte to prepare the city’s 2023 Comprehensive Plan.
Planning Director Randy Williams told the council the comprehensive plan guides local decision‑making, anticipates future needs and coordinates city functions. The Planning Department received four proposals and an interview panel — including a council and Planning Commission representative, department heads and planning staff — recommended Bolton & Menk. Williams noted the previous comprehensive plan dates to 1986.
Council members approved the award without recorded opposition. The consultant will work with city staff and public stakeholders through the planning process; details of scope, timeline and compensation are in the contract documents on file with the City Clerk.
Next steps: staff and the consultant will begin public engagement and drafting; Council will receive periodic updates during the plan development process.
