The Newton City Council approved a capital project ordinance amendment on June 7 to cover additional expenses related to replacing lime piping at the city’s wastewater treatment plant.
Public Works Director Dusty Wentz reviewed the project history: earlier bids produced a low responsive bid from Turner‑Murphy Construction (base bid $280,421 and an alternate of $31,207, for a construction total of $311,628). Staff and the city’s engineering consultant McGill Associates recommended a construction contingency of $31,000 and $27,800 for engineering, which combined with construction produced an estimated project total of $404,428.
During construction crews discovered unforeseen conditions not shown on earlier plans — a 2‑inch water line running in the same trench and the need to replace three specialized valves and install a bypass pump — which led to change orders and schedule delays. Wentz said the contractor began work May 26, 2021, and that shipping and manufacturing delays pushed completion dates into early 2022. McGill Associates also billed additional construction administration costs of $11,300 related to the extended schedule.
Council Member Jody Dixon moved to adopt the capital project ordinance amendment; Council Member Jerry Hodge seconded. The motion passed unanimously and the minutes record the ordinance adoption.
Next steps: staff will finalize contracting records, process change‑order paperwork, and continue project closeout and reporting to council.
