Newton City Council unanimously approved a sole‑source justification and budget amendment April 19 to replace a failed 25‑horsepower pump at the Walnut Creek Pump Station with a Flygt pump purchased from Xylem Water Solutions USA, Inc., at an all‑in cost of $27,953.25.
Public Works and Utilities Director Dusty Wentz told council the Walnut Creek station—constructed in 1994—had one pump fail and staff determined repair would cost about $2,000 less than buying new but carries a limited rebuild warranty. Wentz said because of the station’s age, existing plumbing and wiring, only the manufacturer’s equipment could meet the pump‑design requirements without substantial re‑plumbing or re‑wiring, so staff recommended a sole‑source purchase to meet North Carolina Department of Environmental Quality requirements that simplex stations have two operating pumps.
Council approved the sole‑source justification (motion by Mayor Pro Tem John Stiver, seconded by Ed Sain) and adopted the required budget ordinance amendment (motion by John Stiver, seconded by Jerry Hodge) on unanimous votes. Wentz said the replacement is an unexpected fiscal‑year 2022 expense not budgeted in the current year.
The replacement addresses immediate compliance and environmental protection concerns; staff opted for a new pump over a rebuilt unit because of warranty and long‑term reliability considerations.
