Newton council adopts plan to reallocate American Rescue Plan funds

Newton City Council on Sept. 6 adopted a resolution to re-allocate its Coronavirus Local Fiscal Recovery Funds (CLFRF), commonly known as American Rescue Plan (ARP) funds, after months of discussion between council and staff about potential uses.
City Manager Jonathan Franklin told the council that Newton received approximately $4,200,000 in CLFRF in 2021 and that staff had worked with council to identify investments and priorities. Council considered the attached spending plan and voted unanimously to adopt the resolution reallocating the ARP funds.
The resolution and associated documents are on file with the city clerk; council did not specify project-level expenditures in the meeting minutes beyond adopting the spending plan resolution. Staff indicated the spending plan reflects council and staff discussions and will guide subsequent implementation steps and departmental responsibilities.
