Newton City Council reallocates $819,500 in ARP funds for building improvements

Assistant City Manager Sean Hovis told the council that the city received $4,199,476 in ARP funds as a distribution from the State and that the funds had initially been placed in a reserve account under ordinance 2022-12. He recommended reallocating $819,500 to finish specific building-related projects previously approved by the council.
Council Member Roy Johnson moved the ordinance amendment, Council Member Ed Sain seconded, and the motion was approved unanimously. The council did not specify a timetable for expenditures during the meeting; staff indicated the reallocated sums will be applied to the projects referenced in resolution 25-2022.
The action amends the city's capital and special revenue budgeting to reflect the transfer of ARP funds into identified capital and service accounts. The council referenced prior adoption of ordinance 2022-12 that established a capital project ordinance for the Coronavirus State and Local Fiscal Recovery funds.
