Cathedral City Fire chief reports accreditation progress, ISO rating improvement and staffing gains

Chief Contreras presented the Cathedral City Fire & EMS 2025 Annual Compliance Report, an annual submission required as part of the Commission on Fire Accreditation International (CFAI) process, and told the council the department has made measurable progress on accreditation recommendations.
“This is our report card on how we’re doing specifically on accreditation,” Chief Contreras said, and he summarized the status of the 2022 peer-assessment recommendations: seven completed, 11 in progress and four pending. He described that as action on about 82% of the original recommendations.
Contreras told the council the department’s ISO insurance rating improved (from a 3 to a 2) and highlighted operational-readiness work, firefighter health and safety efforts, and regional mutual-aid training with neighboring agencies. He said the department is fully staffed at 64 positions and has issued two conditional job offers; that staffing level was presented as a factor expected to reduce overtime and improve response reliability.
On fiscal matters, the chief said the city paid $1,840 this year for an accreditation cost that he described as about one-fifth of the five-year-cycle expense. He said those costs were already budgeted and did not require new appropriations.
Council members asked whether improvements should be communicated to residents and insurance providers to encourage rate consideration. The chief and staff said accreditation materials and the annual report are posted on the fire-department website and that staff will work with communications to publicize the accreditation and ISO rating.
Council members also asked how completed items are verified. The chief said the accrediting body will perform a verification visit in the fourth year of the five-year cycle and that the department attests to the report’s accuracy.
The presentation was received and filed; no council action was required at the meeting.
