Oneida County reviews severe frost-heave damage at Timber Drive parking lot; seeks bids and funding options

At the March 9 Oneida County Facilities Committee meeting, Buildings and Grounds staff reported significant frost-heave damage to the Timber Drive Facility parking lot and sought guidance on whether to accelerate a planned 2027 reconstruction.
Troy Huber explained the department had spread gravel to smooth the worst areas but warned that snow removal could displace the material. He said the facility sits on a former swamp, which likely contributes to pavement deterioration, and reported the City of Rhinelander Water Utility confirmed no water-main break caused the damage. The department provided a preliminary estimate of roughly $100,000 to fully repave the lot and said it has requested a formal bid.
Huber noted the department's Sidewalk and Blacktop continuing appropriation account contains about $24,000 but said he preferred to reserve those funds for sidewalk repairs at the Law Enforcement Center. Committee member Billy Fried recommended against using the continuing appropriation funds for the parking lot.
The committee directed the department to obtain additional bids, contact the Highway Department to use a compactor to stabilize the temporary gravel surface, and explore opioid funding as a possible source. The department will return the item to the next committee meeting with additional bids and funding options.
