Farmington council approves FY26 budget amendments, Miller Hollow subdivision and $13M GMP for Fire Station 72

At its Feb. 17 meeting, the Farmington City Council approved several budget and capital items intended to fund near-term projects including park construction, roadway improvements and a new fire station.
Finance Director Levi Ball presented Fiscal Year 2026 Budget Amendment #2, which consolidates multiple changes: an $8.75 million increase for North Cottonwood (NC) Commons construction, a $2 million transfer from the street fund and a $1 million transfer from the general fund to the park fund, a revised west‑side fire station budget (presented previously at $16 million and later shown at $13.11 million), a $3.3 million increase for Main Street widening, and several smaller reallocations for equipment, personnel and building maintenance. The public hearing on the amendment had no speakers; Council voted unanimously to adopt the resolution amending the FY26 municipal budget.
On land use matters, the Council approved the Miller Hollow schematic subdivision (8 acres; nine lots plus a for-sale subordinate single-family detached accessory dwelling (SSF) lot). The SSF lot is deed-restricted to two years of owner occupancy; the Council approved the schematic subject to Development Review Committee conditions and an adjustment to the northeast property corner to avoid an existing home.
Assistant City Manager/City Engineer Chad Boshell presented the CM/GC procurement and recommended an amendment setting the Guaranteed Maximum Price (GMP) for Fire Station 72 at $13 million, under the previously available $14 million budget. The GMP does not yet include an estimated $200,000 generator or roughly $400,000 in furnishings. City Manager Brigham Mellor said proceeds from the pending sale of Old Farm (about $10.5 million, still being finalized) will go toward construction. The Council approved the GMP unanimously.
The Council also approved a Summary Action list that included approval of minutes, a 60-month Lagoon contract under which Lagoon will fund a dedicated full-time seasonal park officer with $150,000 per year, and an appointment to the Historic Preservation Commission. Motions related to these items passed with unanimous votes.
