Mayor Marie Moore called the special session to order at 6:00 p.m. and, after a full roll call, read Agenda Item 4, which the minutes describe as an executive session held “pursuant to A.R.S. § 38-431.03(A)(3), (A)(4) and (A)(7) for discussion or consultation for legal advice and to consider its position and instruct its attorneys regarding the public body's position regarding contracts that are the subject of negotiations; all related to proposals submitted for the Equestrian Center in response to the Town's Request for Qualifications which may include review of proposed uses and lease terms for the property.”
“A motion was made by Vice Mayor Wendy Escoffier to go into Executive Session for Item 4,” the minutes state; Councilor Brian Bolton seconded. The council conducted a roll-call vote in which all seven members — Councilors Brian Bolton, Robert Foreman, Robin Godwin, Jessie Murdock, Patricia Seybold; Vice Mayor Wendy Escoffier; and Mayor Marie Moore — voted “aye,” and the motion carried 7-0.
The minutes list Town Manager Miranda Fisher as the staff resource for Item 4 and note Town Attorney Trish Stuhan participated remotely. Town Clerk Leah Rhodes left the meeting at about 6:03 p.m., before the executive session.
The council reconvened the public portion of the meeting at 7:23 p.m. Mayor Moore stated that direction had been given to staff regarding Item 4; the minutes do not disclose the content of that direction or any negotiated lease terms or chosen proposal. The meeting was adjourned at 7:23 p.m., and the minutes were later certified by Town Clerk Leah Rhodes.
