Council authorizes WIFA loan increase and related utility contracts for water and sewer projects

The Camp Verde Town Council on Feb. 18 approved multiple actions to advance water and sewer infrastructure projects.
Utilities Director Lisa Vaughan requested that the council authorize Resolution 2026-1204 to refinance and increase the existing WIFA design loan for the Highway 260 sewer-line project from $1.2 million to $1.873 million to cover expanded engineering and design costs and to extend the project timeline so design work can continue without converting to a construction loan. Council approved Resolution 2026-1204 by a 7-0 vote.
The council also authorized Change Order No. 1 to allocate up to $307,560 from the existing WIFA infrastructure grant to pay Lyon Engineering for professional utility locating and potholing services necessary to proceed with three water-main replacement projects; staff said town water staff could not complete the work due to workload and project complexity. That motion passed 7-0.
Separately, the council approved a scope-of-work addendum with Willdan Financial Services for up to $10,000 to add a sewer capacity fee assessment to the Development Impact Fee study (bringing the study’s not-to-exceed amount to $68,620). Staff explained the original impact-fee study was authorized at a not-to-exceed amount of $100,000 and current costs are $58,620. Council approved the addendum 7-0.
Town staff said design, easement and legislative obstacles have delayed moving the Highway 260 project into construction; the approved actions keep design work and funding authority active while staff completes outstanding engineering and permitting tasks.
