Camp Verde council denies expanding take-home vehicle eligibility for sworn officers

The Camp Verde Town Council on Feb. 18 denied proposed changes to the Town Personnel Manual that would have expanded eligibility for sworn officers to take Town vehicles home beyond the current 30-minute response radius.
Town Manager Miranda Fisher framed the amendment as a response to officers who must live farther away for financial reasons; the proposal would have increased the eligible radius to around 50 miles and clarified that sworn officers remain covered by workers’ compensation for commute-related activities when operating Town vehicles. Several council members raised concerns about municipal vehicles being dispersed throughout the Verde Valley and potential visibility or liability issues.
Three residents—Cheri Wischmeyer, Jackie Baker and Charolotte Salsman—addressed the council during public comment and opposed take-home vehicles outside town limits; Salsman also questioned the Town Manager’s residency. Acting Town Marshal Daniel Jacobs and staff answered council questions about operational needs and coverage.
Following the discussion, Councilor Jessie Murdock moved to deny the proposed Personnel Manual revisions; Councilor Robert Foreman seconded and the motion carried 7-0. Town Manager Fisher said she would return additional data on take-home vehicles during FY27 budget deliberations.
