Camp Verde approves up to $175,000 to dispose of contaminated soil from wastewater lagoons

The Camp Verde Town Council authorized up to $175,000 for disposal of contaminated soil excavated from the Wastewater Treatment Plant West Lagoon.
Utilities Director Lisa Vaughan told the Council the plan requires excavation and testing of two areas in the west lagoon by July 2026. Mulcaire & Son Contracting will remove contaminated soil and transport it to the Waste Management Gray Wolf Landfill for disposal; Vaughan said landfill costs exceeded administrative approval authority and required Council approval. On a motion by Vice Mayor Wendy Escoffier, seconded by Councilor Robert Foreman, the Council approved continuing disposal to Gray Wolf Landfill in an amount not to exceed $175,000 by a unanimous 7-0 vote.
Town Manager Miranda Fisher and Utilities Director Vaughan answered council questions about the schedule and testing. The authorization allows contractors to continue removal and disposal under the specified cost cap and schedule; staff said testing and evacuation of the two areas are expected by July 2026.
