Fulton County commissioners approve $281,921.91 in payables, authorize $160,000 opioid settlement hire and several appointments

Commissioner Randy H. Bunch called the meeting to order. Commissioners unanimously approved the Dec. 9, 2025 commissioners' minutes and the Dec. 9 Retirement Board minutes. The board approved payables dated Dec. 16, 2025, totaling $281,921.91. The minutes record the fund-level breakdown as: General Fund $214,588.09; SFC Technology Grant $330.26; SFC Evidence Based Practice $142.50; 911 $20,705.31; Domestic Relations $50.54; and Opioid Settlement Funds $46,105.21.
Commissioners met with Domestic Relations Director Tina Gress. Motion by Commissioner Hervey P. Hann to dismiss a Domestic Relations employee, effective Dec. 8, 2025, was approved unanimously. The board also approved a motion to advertise an "Enforcement Officer 1" position for the Domestic Relations Department, to be posted both internally and externally.
A brief Retirement Board meeting at 9:15 a.m. set the rate for employee pension contributions; the minutes for that meeting are filed separately and the rate is not specified in the commission minutes.
The board conducted two brief executive sessions recorded as for personnel matters (entered 9:36 a.m., exited 9:38 a.m.; entered 10:52 a.m., exited 11:30 a.m.).
Commissioners retroactively approved a Momentive Software, Inc. renewal for the fiscal department at an annual price of $1,660.48 and approved a request from the Sheriff's Department for physician services for an inmate at the Bedford County Correctional Facility.
Commissioner Randy H. Bunch moved to appoint Thomas Peppernick to the Fulton County Industrial Development Authority Board of Directors for a four-year term ending Dec. 31, 2027; that appointment was approved. Commissioner Hervey P. Hann moved to reappoint Margie McGuire (Contractor), Paula Shives (Member-at-Large), Thomas Morton (Elected Official) and Daniel Schriever (Member-at-Large) to the Fulton County Agricultural Land Preservation Board for two-year terms ending Dec. 31, 2027; those reappointments were approved.
The board approved the 2026 commissioners' meeting dates to be publicly advertised in the Fulton County Newspaper.
Executive Development Director Julie Dovey presented a plan to use Opioid Settlement Funds to expand Certified Recovery Specialist (CRS) services. Commissioner Hann moved to approve using $160,000 from Opioid Settlement Funds to add an additional CRS to the Fulton County Family Partnership Team; the motion carried unanimously.
A DCED Financial Monitoring interview that had been listed for 11:30 a.m. was cancelled by DCED, which asked to meet instead with SEDA COG and the county chief clerk. Commissioner Bunch moved to adjourn at 11:45 a.m.; the motion passed and the meeting ended.
