Fulton County approves BFJRA charter changes, appoints member and clears $230,699.51 911 interconnectivity grant

The Fulton County Board of Commissioners approved two amendments to the Bedford Fulton Joint Recreation Authority’s articles of incorporation, appointed a new member to the authority, and approved a state grant to support 911 and communications maintenance at its Dec. 30 meeting.
Commissioners met with representatives from the Bedford Fulton Joint Recreation Authority—Matthew Wakefield, Paul Johnston and Eric Weisbrod—about two proposed charter amendments. Commissioner Steven L. Wible moved to approve Resolution 9 of 2025 to increase the number of board members on the Authority and Resolution 10 of 2025 to authorize the Authority to appoint police officers with the same rights as other Commonwealth police officers with respect to Authority property. Both resolutions passed unanimously. The board also moved to appoint Craig Cutchall to a one-year term on the Bedford Fulton Joint Recreation Authority, with a term expiring Jan. 3, 2027.
The board approved a State Interconnectivity Grant in the amount of $230,699.51. EMA/911 Director Brian Barton described the grant as funding to be used toward multiple maintenance projects: SouthCentral Mountain CAD Maintenance, SouthCentral Mountain CHE Maintenance, SouthCentral Mountain ESInet Maintenance, Fulton NG911 GIS Maintenance, SouthCentral Mountain Battery Upgrade, and Fulton ILEC Maintenance. Commissioner Steven L. Wible moved to approve the grant and the motion carried unanimously.
Personnel actions recorded at the meeting included Commissioner Bunch’s approval of Planning Commission meeting dates for advertisement, and the board’s unanimous decision to hire Troy Wagaman as a Per Diem 911 Dispatcher, effective pending required clearances. A brief Salary Board meeting was held to set the newly hired dispatcher’s salary; the minutes do not specify the salary amount. Commissioners also approved an agreement to retain Keller Engineer, Inc. for FY 2026 and noted Keller Engineer will be formally appointed at the Reorganizational Meeting on Jan. 6, 2026.
The meeting minutes show unanimous votes on the recorded motions; motions were cited in the minutes as passing with “All in favor.”
