Council told VFW-adjacent development stalled by lack of contractors and infrastructure funding

Law Director Mr. Wallingford clarified the typical subdivision process: the subdivider is responsible for installing and bonding streets and utilities, after which the City will accept future maintenance once the work is paid for. Mr. Wallingford’s description emphasized that the City’s legal role is to accept maintenance after developer-installed infrastructure is completed and bonded.
