The Fulton County Board of Commissioners on Jan. 13, 2026 approved a series of routine administrative, financial and personnel actions during its regular session.
The board approved Accounts Payable dated Jan. 13, 2026 totaling $135,622.38, with fund‑level allocations recorded in the minutes. Commissioner Hervey P. Hann moved to approve the payables; the motion passed unanimously.
Interim County Treasurer Amy Bishop provided a month‑end report for Dec. 31, 2025. Domestic Relations Director Tina Gress requested authorization to fill a vacant 'Enforcement Officer 1' position; Commissioner Randy H. Bunch moved to hire Angie Horton effective Jan. 26, 2026. A separate Salary Board meeting set Horton’s salary per the Collective Bargaining Agreement.
The board approved the 2026 pay scale as presented by HR Administrator Mary Huston and approved a revision to HR Manual Section 212 to create an employee health insurance opt‑out payment. The policy states that eligible employees waiving health insurance will receive a pro‑rated monetary payment up to $1,020 per calendar year ($85 per month), paid with the final payroll in December or upon resignation, and that employees must leave in good standing to receive the payment.
Other financial and administrative approvals recorded in the minutes included: the CCAP PCoRP second installment invoice for $45,442.00 (motion by Commissioner Steven L. Wible); a renewal quote for ASPIRE two‑factor authentication as submitted by Rick Grissinger, Elect IT; a revision to the LERTA application to require inspection by a zoning officer or Fulton County Planning; the SAP&DC invoice for $8,598.00 for local transportation support; approval of an Application for Burial Expenses for veteran Floyd G. McGinnis with payment to surviving spouse Janet McGinnis; and the acceptance of Ronald Richards as the real estate agent for the county property at 119 N. 2nd Street, McConnellsburg, at a 3% sales commission. The board recorded several executive sessions for personnel during the meeting and adjourned at 11:33 a.m.
